I'm fairly sure it's just a residual effect from downtime. Some machines probably freeze up or something so if that happens they have to restart those ones.
Well was the second downtime actually maintenance? It happens like all the time, but they never seem to mention the second one anywhere.

Yeah, I know I love paying for shit and not being able to use it. Downtime of more than a few minutes like this is unacceptable. But Comcast insists onnot doing shit to their network until there's a problem rather than maintaining it.
