I suppose it would depend on what you define as merit. Economic prowess? Political freedoms? Former would probably bump up Germany, Japan, and India. The latter would remove China, Russia, and yes add the Scandinavian states.

Like I've said, it's a difficult question. I'm not sure I can answer all your questions, but never be afraid to ask rhetorically.

I wouldn't say Egypt is incapable of attacking Israel that's kind of like saying Revolutionary France was incapable of attacking the Germannic states (We know how well that went...)

Yes I concur that the settlement policies should be stopped at nearly all costs, but in relation to nuclear weapons I'm not sure what could be done at the current moment.

See unfortunately I don't like the idea of "An african nation". Do we add diversity for the sake of diversity? Representation is fine in the concept of the UN member states, but adding members to the security council based solely on their background and not what they bring to the table is an iffy. I'm a more meritocratic guy, and maybe something like South Africa owing to Mandela's policies, but eh. I also kind of dislike that the secretary general is always elected from outside the security council countries, but that's a personal thing.

I could get behind that. What some people (and me slightly) worry about though is a situation like Israel. It really does face some survival issues on all sides and nuclear weapons are, if not a deterrent, a necessary defense. So should new nations be allowed to join the ranks of the nuclear-armed? And if so, what circumstances dictate that? The security council, made up of existing superpowers with agendas? It's very difficult to balance.

Yeah I suppose that makes it unfair. Fairness and not-being-nuked could be two different things though, so yes while I might regret denying a small nation nuclear weapons... if it keeps the peace, good riddance.
