How much RAM do you have and are you using 32-bit Windows? 32-bit will only recognise 3GB of RAM.

You can still feel the difference between a high FPS and a lower FPS despite having a 60hz monitor. Try playing CS:GO at 200-300 fps and then limit it down to 60. It's a completely different game.
Why would you want to cripple yourself, especially in a game like CS:GO? Try to reduce the temperature of the card when operating by improving airflow in your case.
