I think it could be the semi infected/ carriers in suits because the virus would not attack and spread to what already has a virus. As so they could do researching, then eventually the virus mutated and overwhelmed them

They dont bite you because they know your immune... somehow, and if you get pounced by a hunter in l4d1, he goes to bite your shoulder

That's stupid, why would the government give infected people hazmat suits to stop spreading the infection.
