Yeah I didn't think of the factor of; Better tank, less damage taken, less healing done, less HPS.
Of course good tank=bad healer isn't logical.

I still need more haste :/

Of course it does. If the frame rate is lower you're taking out frames, thus making the animation shorter in sequence and faster to complete.
