Still, I'd like a fallout in Alaska.

You start off the game groggy and waking up from a shoddy nap. A man screams "NEEXT!" and you walk up to the counter. He asks for your name, and then has his eye-bot take a picture of you. He says that the picture is iffy and if you could fix it. He then gives you a psyche and physical test. You are now a citizen of Anchorage, Alaska. You poke your head out of the smelly, dank tunnels, and are met with a freezing cold wasteland, seemingly halted in time. Skyscrapers that are crumbling are literally frozen with ice. You make baby steps out in to this new world. You traveled there by hand-cranked railroads that spanned from LA. You didn't expect this type of wilderness (or lack thereof). The forests are few and far between. Settlers are bundled to the extremes to face the harsh conditions. You soon begin to feel the ice nip at your fingertips. You need clothing, so your first quest is to head to the General Store. You do some side quests, such as fetching ingredients, defending against bandits, scavenging for various items, then you hear a broadcast.
"Citizens of Anchorage! This is an important announcement! Local Storm Trackers have located a Class 5 Hurricane building itself up a few hundred miles off-shore. It is believed to hold over 400 tons of irradiated ice and snow, and when it makes landfall it's winds could reach up to 400 MPH. It's the big one folks, pray that god makes it quick."
What shall you do? You have a little less than a week before the storm hits. Do you run, or do you find a way to change the weather? Do you kill for the pleasure, or kill for the common good? Only time will tell, in the frozen tomb that is Fallout: Alaska
I thought that would be an interesting environment though. Heat doesn't always kill, it's easier to live in the desert than on the tundra. Having to battle the conditions alongside foes would add some fun realism.
And there'd be weirdass Walrus-Polar Bear Hybrids.
