Nah, we are just pretending, you can't name your 'prime minister'.
Okay, we will be playing as Russia, and we are supposed to just have won the elections.
The game is based around our policies. We can modify some that already exist, implement new ones and we have to keep in mind that the different social classes will react differently to each change.
Right now, it's pretty obvious that the: a) Religious, b) Trade Unionists and the c)Enviromentalists don't exactly love us, so we might want to work on that.
Before we start, let's take a look at what kind of issues are state faces right now.

If you take a closer look at the images, you'll notice a description of each problem, as well as some ways to fix the situation.
During this round, we will be able to modify or implement, two policies.

Each policy is different (for example while modifying Narcotics you can allow 'light' drugs), so you might want to keep that in mind when suggesting what we should do next.

University Grant, Stem Cell Research.

During this turn, comrades, we focused on education and marxian economics ! (sorta)
Initially, we modified our 'University Grants' policy from 'Pay fees for poor students' to 'Partial Grants'. his way, we will have a more educated workforce, since more Russian students will choose to continue their education. Unfortunately, this modification won't pass until the next turn.
Then, we attempted to please the Trade unionists by implementing Labour Laws.
This might turn out to be bad later on, but at least we won't risk an October Revolution.
As the next three months (turn) passes, we receive our first quarterly report. Our economy isn't getting any better, at least until the university grants policy passes, and the environmentalists seem to have had enough.
How should we deal with our economy ? Help our country's productivity, or cut down costs from various policies ?

Implement Tech grants to increase access to internet, increase GDP, increase literacy and other things. With tech grants maxed, the economy will grow quickly.
Implement Business Grants too, so that people can start businesses up easily to expand the economy.
With these two things you will see a big increase in income.
Another thing to consider is increasing spending on state schools to increase worker productivity and reduce unemployment.
We may also need to reduce our military budget substantially for the time being until the economy is better off.

Creativisionism is apparently a policy that decides how evolution is being taught in schools. Right now, both Darwin's theory and the religious view are being taught.
Before we modify the policies and proceed to the next round, let's take a look at some stats.
We mostly waste our money on military spending. And that's about to change.
Even though our soldiers are still being trained well, we have dramatically reduced our military expenses. The bad news is that this policy change will take around 36 months to take effect.
Since our economy is still holding together, let's try to spice it up by introducting tech grants.
This change will create space for more jobs, and will (together with the new university grants that have just passed) make our tech market more competitive and productive.
Three more months pass, and we receive another report.

It looks like implementing Labour Laws was worth losing some of our capitalist voters in the long term. The university grants have risen the govermental income, but the enviromentalists are going crazy.
We are also faced with a political dillema. Should we extradite the terrorist or not ?

Extradite him. Our glorious motherland needs tending to, and we have no time for pesky outside affairs.
We must focus on clean energy. If we're able to mitigate pollution, it could also diminish the asthma epidemic. Two birds with one stone.
Also, stem cell research, so we can create the ultimate army of mutant soldiers!

I modified the Stem Cell Research policy and implemented Clean Energy. I will be posting it tomorrow.

Our income rises, but so do our expenses, how should we deal with the deficit ? Keep in mind that it will take several more turns for the cuts in the military expenses to take effect.

Well, apparently dillemas don't pass on on any save games, so from now on, I'll have to decide based on our attitude and policies so far.
We start our round by rising the budget for Stem Cell Research.
We also implement Clean Energy in order to satisfy the frustrated Enviromentalists.
This policy may also help counter the asthma epidemic.
3 months pass, and we receive another report.
The Religious are not too happy with Stem Cell Research, and that doesn't help, considering that the percentage of them that would vote us was already low.
We receive a new dillema. Should we pass the corporate manslaughter bill or not ?
Considering that most of our economic policies are right-wing, we decide to pass the bill.
Which policies should we introduce next ? The enviromentalists are being quiet for now, but we still have a budget deficit. The list of policies can be found on the OP.
