Say what you want, all the films are fun little films. They're not artistic set pieces in the great world of film. They're just 4 little pirate films full of fantasy, laughs and silly action.
They're a film series I look forward to showing my children just like Star Wars, Back to the Future and Lord of the Rings. If that's not a sign of a good movie I don't know what is.
I think you should count disagrees vs agrees, because otherwise the ones on the front page will get more agrees than the ones at the last page
Like as a ratio? Might consider that. Although it'd be hard to rate a movie with 5 agrees and no disagrees against a movie with 50 agrees and 2 disagrees.
Maybe add some weighting for an higher amount of agrees or do it like IMDB where it only counts when it has a certain number of agrees

If someone can come up with a formula that takes in account agrees, disagrees, and total number of votes (Let's say starting at 5) then I'll use it

How about if you made this the nominations list, then made some kind of poll, on a survey site that people could vote for their personal bests?
I couldn't find a site that would do this well enough but if someone else knows one then that would work fantastically. What I'd need is something where you can fill in a new answer, or vote on an existing answer.
