Blood is >80% water and it's already really tough to bend because of that impurity. I doubt you could take metalbending to yet another level here, and I doubt the writers would let it.

I don't think tarlok is amon, it would just be stupid for them to be the same person. Having two bad guys is way better. There's one guy who wants power, and another who wants to take away power. One bad guy has good publicity, the other has bad. One is calm and cool, the other only seems that way. They're both opposites and that makes itinteresting
Yep, I think it's awesome just the way it is, too. Tarrlok is really into political power and defeating Amon, and Amon plays the blood-bending puppeteer as his own puppet, effectively ruining both his goals. It's also nice to see a gray-shaded contrasts with assholes on both sides and caring people on both sides. It emphases the Avatar's role to bring balance to the world as a whole. Deep down it's about humans, not bending.
