Patience, and a lot of tweaking.

UI app, as in a launcher? You know, the app that let's you customize icons, docks, drawers, lock screen and such.

I believe Go Launcher EX is the best one. At least, it's the one I'm using and I probably couldn't ask for more: it has thousands of different themes, it's easy to customize and, well.. I just like it more than the other launchers.

The thing I dislike about the launchers is that you have to download 50 things from the market to get it how you want it, instead of it being in a single pack.

I just downloaded the GO launcher, Home manager, and a GO launcher theme. Not a whole lot.

Now that you mention it, it actually does look like fan art from mirrors edge.
I got it from another website so I used a reverse image search.
