Possibly, the soundtrack hasn't been released yet, and there has been, as far as I am aware, no official announcement on the topic.

Not that I want to be a negative asshole, but hasn't this scenario happened a few times before already? Someone on the team (or at the very least has ties to the team) leaves vague messages saying that it won't be much longer until release, the Internet goes giddy with anticipation, then Raminator or someone else has to come out and tell everyone that the previous message was all a bunch of bullshit.

Unless Raminator himself comes out and admits it, I wouldn't believe it. Hell, even if he did come out and say it were true, I still probably wouldn't believe it.

It's not like the soundtrack is done already, as you can see on the site there's still 4 songs that aren't in the game yet (which probably means that they're not yet finalised, at least that's what it looks like to me).

The soundtrack is done. The songs for the Xen chapters don't appear because they are related to Xen and the team doesn't release any information about Xen until the mod is finished.
And I'm pretty sure that it will be more than 4 songs for the last chapters. Maybe 5-7.

and wouldn't make many sense have one song and then the same song remixed in the same chapter

They also said the page was not yet public, so why would they make a page saying it's not done if they weren't expecting anyone to see it, just so they could change it later? If it were me, I'd create a page that would be ready to be published even though not everything stated in the page was done. Would save you work in the end.

Yes, the soundtrack is finished. After he said that the soundtrack has gone gold, he went back and made a few changes but in this status, it is ready to be released. He only needs the permission by the other devs.
I'm very, very sure that the Xen songs will be ingame. It's just because that they are Xen related. Maybe they don't even appear when the soundtrack is released and will be published later, when the mod is finally out. Because the devs hold any information about Xen back until the mod is released. No one knows how the remixes sound like. So no one can say that they don't fit.

I'm thrilled to see Joel being so responsive, I just hope the team doesn't go asshole on him for saying anything, because there always seems to be a backlash among members of the team when anyone says anything like this.

Maybe they merged some of them, so it's not 1:1 with the original game? All the Xen stuff really could be one or two chapters.
The wiki says that there should be 20 chapters, but not counting Hazard Course or Endgame as real chapters gets it down to 18, so 14 still doesn't make a lot of sense.

Or they take the whole 'not revealing Xen until release' very seriously.
The Missing Chapters are all Xen.
