Via vitamins (if you have loadsamoney) and feathers (if you have the patience to get a lot of them)

1 EV per feather, but there's no limit; vitamins give 10 each but won't work if the EV count of the stat it above 100

Why do you want to EV train a Level 1 pokemon? Do you specifically need a level 1 pokémon to fight?

No I mean, training a level one sounded hard so I wondered what would be a good way to start eving with a level one. Because fighting level 5s with a level 1 can be difficult and I didn't know a good way to do it.
