I'm guessing it doesn't use jiggleboning because Garry's Mod's jiggleboning doesn't work (it compiles the jigglebones as normal bones)?

No, it doesn't. Jigglebones do work in the game, but they aren't affected by physics.

Well I think the only Arkham City characters were going to see any time soon is Catwoman and Harley, since those are the only 2 AC models so far in XNALara. Umodel doesn't support the game yet and those were ported from the Xbox version
