It's half-true. Recent items have mostly had craft numbers while other updates didn't have them.
Valve is basically giving half of the items craft numbers.

I think that'd be valve's very last priority, since even things like cozy camper textures could arguably be remotely game-affecting. Nobody's gonna get confused and killed because of the screwy loch n' load reload.
I really hope I'm wrong, though. I like their animations.
