Anyway, assumin there's a small legal process involved, it doesn't seem unlikely that they'd ask for confidentiality in the process. Otherwise, they'd have very little control over what gets revealed when, so it seemed surprising creators could hint like that without potentially upsetting somebody.
There's been a few cases where the contributor said "Hey, Valve commented they are testing this" right here in this thread. The Valve police didn't come, and the item still was added.
Plus Valve commenting on workshop items or asking for fixes on the item doesn't mean its going to get picked.
We really don't get to know anything when it comes to workshop contributions.
