So I was considering the concept of a collaborative town. Basically, one person builds a building, then posts the save and another person takes over and builds another building.
Of course, there would have to be some rules to regulate it.

1. Call DIBS. Make sure to write the word dibs in your post when nabbing the save, so others don't build simultaneously. When you're done, edit your post to contain the download link for the save.
2. 5-wide roads. Get permission before building less than five blocks from another building. That means you have to ask the maker of that building if it's ok if you share an alley, or want to add a wing to their building. This does not include airspace.
3. DIBS timeout. If you have dibs for longer than 12 hours, we get to skip you. This is to prevent people DIBSing to slow us down by leaving theirs open.
4. No concrete roads! that means your build can be any size or shape as long as it follows rule 2 and doesn't donut the town.

If you really want to do it, use a regular world.

And use Creative mode, people will just cheat anyway.

I would add a building but I'm not gathering the materials I need - especially since half the map has been edited flat...

I would recommend installing the map onto a server if that's the case, so you can use /gamemode [username] 1

Short of modding I think it's the easiest solution.

Get npt edit, you can change player values like creative mode/hardcore mode/player level and stuff and it's quite handy.

Or you can use Too many items. You can switch gamemodes ingame.
