Making CP and spreading it will make you a bigger target than accidentally looking it on tor when its very hard to track you. Even on the normal net you wont get caught for accidentally looking at it.

The police typically don't give two fucks if you look at CP unless they catch you trying to go after 14 year olds or of you are actually distributing it, at worst some day down the line when you break some law that makes the police get a search warrant for your computer, you might get charged for it.

Other than that the only way you'd get arrested for looking at CP is if someone IRL catches you looking at it, or you're dumb enough to follow that FBI link.

Also depending on the state or country, it may be completely legal for you to look at CP on the internet as long as you don't download it, such as in Oregon where the supreme court ruled the police can't charge you for possession of CP for simply browsing CP websites
