Wouldn't it make sense to put people with with a very good grasp of the language/framework at the beginning, to make sure everything is set up well for everyone else to build upon?

unfortunately you have too many people taking this project too seriously, "establishing" things which dont need to be established - take a decent programmer and write a bit of code, pass it on, and don't become too attached to everything
make progress over time and focus on Getting Things Done(R) rather than thinking about What Could Be(TM)
