Because apparently I'm a fucking retard who can't follow a 3 step procedure.
I need to install it so I can install LuaBind >_> ( http://www.rasterbar.com/products/luabind.html )
When following these SIMPLE instructions: http://www.boost.org/boost-build2/do...tallation.html (e.g. typing .\bootstrap.bat) in my console window while in the root director of the extracted folder.) I get an error the command does not exist.
FYI: I'm on Windows (7 x64)

I haven't actually read the page you linked to but I'm guessing you need to add the boost directory to your PATH
