I made a server so my friends and I can play together, but I am looking for some mods.
I am not using Bukkit, so I am in need of mods for the basic multiplayer build. Could anyone help me out with some good ones.

Do plugins only work on Bukkit or no, if not, how do I put them in a non Bukkit server?

Things I am looking for are World edit, and if possible, Too Many Items for multiplayer.

You seem to be confusing exactly what a plugin and what a mod is. Worldedit is a bukkit PLUGIN. So yes, it does require bukkit. Too many items is a mod, and can be enabled with some lines in the config. The thing about mods is you need everyone connecting to install them themselves. You need some kind of server mod to get plugins, Bukkit is your best bet here.

As far as I know, you cannot run bukkit plugins without bukkit.
You might want to know the following things:
-Use Bukkit!Most of the mods require bukkit to run.
-If it's a Bukkit plugin, it only works >>>>If you have bukkit installed!<<<<
-If you want TooManyItems, just do it like that.
1.Install bukkit and a admin system (Essentials, it gives you so much stuff like spawning stuff/mobs, change weather/time and loooooooooads more!)
2.Install TooManyItems on your client.
3.Done!If you are admin/op on your server and have TooManyItems installed, then you can just click on the icon of the block you want and the plugin will "run" the admin command for it to spawn it for you!
You can also spawn it without TooManyItems, E.G. /give name itemname amount (if you dont put any amount it gives you 64).
