So I jungled with Xin Zhao on the PBE.
His jungle is pretty safe but I'm not sure how you would build him. I maxed E but I think maxing W may be better. Still not worth leveling Q.
His Q now reduces cooldowns which compliments his W pretty well.
Damage wise, I feel he does a bit more than old Xin but I can't be sure, the game I played was a pretty easy pub stomp. The enemy Lee Sin said "lucker, need Cho'Gath to kill me" because I jungled and ganked him. He had "98" at the end of his name so he was probably 14 or something.
I feel like I'm playing on a smurf whenever I'm in the PBE. Bad builds and easy tower dives.

His q counts as an autoattack and they're so cheap, his laning was based around just poking the enemy down and that's near impossible with how much damage ninja tabi negates

Anivia rocks at turtling and AoE teamfights and/or burst.
Lux otherwise is a CC-oriented nuker with high cooldowns.

Ninja tabi is pretty much required item to lane against Gangplank.
If you don't you'll die faster than you can hiccup when you have eaten dry toast covered in sand.

I was playing Singed against a Gangplank at top.
Rushed Ninja's and Thornmail during laning phase.
Won every skirmish between us.

Don't know what the range on the debuff is, but I'm sure its pretty short and it sure isnt a good idea to walk next up to a mundo or an ad carry as a mage.

Not really. Situational at best, but it's certainly not in the shit tier like Moonfair spellblade or Elesia's.
Rush it early on someone like Singed who you're going to be build HP on anyway and it's a good choice.
Highest base armour value item aswell. Don't know why people hate on it so much. To negate the damage return the enemy needs MR (which if they are an AD carry makes them chance their build) or more lifesteal.
Can't remember the exact value but even on Heim (lowest base Armour) the enemy would need upwards of 20% lifesteal to negate the thornmail damage.
It's not as useful in a group as say Randuins, but it has a place for pacifying lanes from poke and forcing the enemy to build other items.
Also, rambling, but I played a game the other day that was super even, they had 3 bruisers who all bought thornmail; theyt absolutely rolled us in the next team fight because all the bruisers could CC and damage hard and they had so much Armour and HP that we couldn't get them off the carries.
It has its place, its just not god tier.
