Ever since I got the thing, I've gotten over 100 different offers on it. I wasn't even able to play the game until recently due to hardware issues, and I got the hat in early 2011. I even got offers before Steam Trading existed. People are drawn to the sparkles like cats to a laser pointer.

The "always tradable" attribute tied to it makes me think otherwise. But a reward along similar lines, no idea why they would make a reward be tradable at all.

It's a placeholder. Everything except the name and defindex are identical to the Mann Co Store Package. Likely because they dont' want to spoil anything. Nothing would be spoiled to normal users anyway, but this makes sure that the people who check the schema for stuff don't get any spoilers aside from the existence of something From the STS thing.

I tried to join the Spanish translation team once to improve my translation skills.
I got rejected once because of a few mistakes, then I tried to fill another translation to see if I improved but I've still received no response, and that was a year ago, so I guess they don't want me in for some reason

No matter what it would look like. I'd wear it all the time just to show my pride to be a translator.

Wear it proudly, you're sure to draw a few eyes. Among those eyes, you'll probably get trade requests about it, questions about how people can earn one of their own, along with people who congratulate you or thank you for your efforts. I do the same with my Wiki Cap and I've gotten all of those kinds of responses so far, it's a nice feeling.
I have no idea what I'd do if I were given another community hat, though. How do multiple item contributors manage to decide among their self-mades?

It'd be neat if the description of the item the translators get references the language that they translate for.
For example, someone who translates to Polish would have an item description that reads "Updated tf_polish.txt" or something along those lines.
