Well, I just know when I load up Mass Effect 2, I'm gonna be seeing Anderson in the council. Why? because Keith David is his goddamn voice actor. I haven't heard enough of him in Modern Warfare 2.
I saved the council because letting them die and reinstalling a Human Empire would have all the other races hate the Humans because you would be hording all the power and eventually being an oppressor, Star Wars style.
However, saving the council and having Anderson as the council member would give the council a positive look on Humanity for saving them and having Anderson be a strong leader so that Humanity would be a healthy part of of the galaxy.
Udina would be a tyrant for his own gain, he doesn't care about Humanity, he cares only for himself. He uses the scapegoat of working for humanity but he really just wants power for himself.
Also, why should Humanity become yet another portrait on the face of the Galaxy, why don't you want Humanity to be the centerpiece? Anderson and saving the Council makes Humanity devolve into yet another one of the endless tides of races, indistinguishable besides some ancestral traditions (since the Asari culture, like with every other race in the Council, will take over ours) and holdovers from when we used to be independent, a multi-race council is stagnation, and an injection of 100% Humanity is the cure.
I'm willing to do whatever is necessary to make Humanity the dominant force in the galaxy, if that means I have to glass the Turian Homeworld, I'll only ask where are it's coordinates. That is why I want to work with Cerberus so bad, I won't see it as blackmail, I'll see it as an opportunity to do what I couldn't do as a Spectre; highly illegal activities to aid in helping Humanity.
After all, when have the Council Races ever helped us? Every time we asked for aid they turned us down, our only REAL dealings with them is when they are dragging their feet to give us scraps. Hell, the only reason they give Humanity a Council seat in the paragon ending is, I don't know, Humanity having a massive fleet over their heads?

If an all human council is formed, then it will corrupt itself and turn into the Imperium or the Galactic Empire. Yes, Humans should be a powerful part of the Council, but not the governing aspect of it.
Now that you say that Humanity's culture is at stake from this, I think that yes, Humanity should be the centerpiece but not an oppressive one.
Of course, I am speaking about this from Space Marine Shepherd's perspective (since I have to keep in this mindset since I'll be using him for ME2) so see why I am basically emulating the Imperium of Man?

I didn't make an all human council because that would of just proven we were the selfish and power hungry savages they think we are. The initial shock of "Oh, these guys know what they are doing. We has better let them be in charge." would wear off in less than a generation and we would just be the invading newcomers oppressing the native people. We would have to let other races into the council to avoid a civil war anyway and we would be treated with such hostility that human culture would be a brief stain on history.
Who cares about human culture anyway? I'll admit that Asari culture is shit and I hate the penis-haired bitches more than any other race but how are we that much superior? We are a two faced people who will preach peace and love one second and fight fiercer than any Krogan the next. Making our culture central is about power and selfishness and we don't need a repution like that if we want to keep spreading.
Really though, I don't care about the council. They oversee trade between races and can move a few decorative troops around but it is the individual races that are powerful, not the council. Humans took over a huge chunk of the galaxy in less than a century while other races haven't expanded from their homeworlds in over a millenium. Since we have the power to push past the veil and into geth territory and new worlds, it's only a matter of time before we take that land too and control more area than every other race combined. Even if they ask us to join them then, we are still more powerful and we aren't under their control.

Edit: Also, to Devo, it seems more like humans don't want to fight unless they're forced to, and you best start prayin' to your deity if you piss them off. Them and the Turians would've exterminated each other due to the rising tension, and this one recalls one of them even admitting that an angry human is a dangerous one.
