Let me get this straight:
- Valve updates Portal, adds new sound files and new radios throughout the levels
- These radios, when placed in certain locations, play a different sound
From there I just lost it. Dinosaurs? Morse code? BBS?
COULD SOMEONE EXPLAIN IT TO ME?

The radios play morse code, or sounds which, when run through sstv, create images.
One of the morse codes made a code that was an md5 checksum. When decoded, it was a number. When this number was connected to with telnet, and the login: backup, and password: backup were used, we got all the ascii art.

It's normal for the same voice actor to voice several characters in the same game. Barney and Gman are voiced by the same person, the Heavy and the Demoman are voiced by the same person.

Hey, anyone know what those algebraic expressions are in dinosaur25, 18, 13 etc.? Could be a clue, or it could be me clutching at straws.

Well, because there are other cities with overwatch (Possibly citadels), the C17 Citadel was likely only the local node. The voice and style change is probably due to damage to the Overwatch Announcer's systems or being transmitted from afar/using satellites (Something along those lines).

MD5 is a type of encoding, like Base64 or Binary.
Telnet is a program used to connect to phone numbers that transmit text and stuff too. Was like a rudimentary msn. Nobody uses it anymore.
Ascii are the characters you see when you get pictures made out of letters and numbers and symbols
the files are named "Dinosaur_1, Dinosaur_2" etc
One of the files sounds a little bit like people talking, and people speculate over whether it's certain characters.

It's a biologist term, when we refer to biotic (As in "biotic factors"), we're referring to living organisms, essentially. So, the Combine are essentially calling them living beings. Could as easily be used for humans, but I think they prefer the term anticitizen :P
No, he's right, they use it to refer to Antlions, especially in Sandtraps.
I don't think I've heard it used to refer to the Vorts anywhere.

No, it's referring to the Antlions infesting the mine.
You know, the ones that are a lot easier to detect than Vorts who aren't even in the immediate area the helicopter is flying over when saying that.
