It's the Consul. Basically, he was a character in the Half Life 2 beta who served more-less the same purpose as Breen does in the released version.
Wrong. That's Barney from pre-release HL2. Looks like some kind of creepy hologram or something. Regardless, it was cut from the final game. You can see a resemblance to Barney if you look at it.

If you have the game, you should be able to rip them out yourself using GCFScape. S'what I do.
The Consul was way cooler than Breen.

I recently ordered a copy of Half-Life 2 Raising the Bar, and I've pretty much read through all of it. If they had included the Cremator in Half-Life 2 and extended the initial exploration of City 17 (not just get out of the trainstation, across the roof, at to kleiner's lab) and included some scene with the Cremator while walking through the city, it would have been so much darker and creepier.
Also, I liked a lot of the stuff from the HL2 beta and stuff that were cut. There's a tiny little drawing in the book with the initial plot overview, where you go through City 17, to AirEx, across an ocean (on the Borealis, with Odessa) to the wasteland, and fly back to the citadel. Most of that was cut. Oh well...
But after reading this thread, Half-Life 2 definitely seems to have a darker edge to it. It wasn't so visible when I was speed-running it at a LAN party, but damn Valve is awesome for being able to pack an entire world, and details about it's history into a single video game.
I really want to see EP3 embrace that somewhat subtle, almost masked darkness in Half-Life 2 and turn it into a truly chilling game.

I have to say, the immolator has to be my favorite weapon. I have it on G-mod and it has some awesome effects. I'm a bit sad they didn't include it. oh well.

Im pretty sure fastzombies anatomically work by the headcrab sucking it dry of nutrients, then when the victim is rid of any unnecessary weight, its used to hunt down new victims.

I have been wondering about that too. Although the legs seem to have adequate tissue, the arms seem stripped.
Well they are very weak, so maybe the arms don't have as much muscle?
but arent they kinda needed for that trademark twitchy gallop the fasties have going?
