Actually, they do, but they don't imply a maximum of that positive.
"Never hurt nobody" means that it has never once hurt no one at any given time, so it's hurt at least one person. At least one does not mean everyone.

EDIT: Even though it's beside the point, I figure I should educate someone. Double negatives apply everywhere, in English (and other languages) and maths (4 - -4 = 8, but -4 - 4 = -8, not 0) and IT, and Science. It is a basic to know, but many people ignore it and that ignorance spreads.

If not the "advertise here" sign, the neutral could be a direct reference to the map or a random company sign. (ideas)

The emporiums only have mods in them that are created within them, or that were missed in the last emporium.

Therefore, until someone makes a mod to be put in the Op, or asks for one to be put there, there will only be a link to the previous emporium.
