I really, really don't see that working with the controller thing. There's balancing something so it isn't overpowered, and then there's cutting its balls off to the point where nobody will use it. Leaving an Engi completely helpless if he wants to use what will probably at best be a Level 1 support effect? That's sort of the latter.

You should get things done until the end, unless you want to end up with a pile of unfinished projects. I can't be the only guy who does that :/ Piling up old projects, that is.
