I have 7 programs pinned to my task bar and the option to add more seems to be no longer.
Is there a limit to how many I can have pinned at once? if not how do I increase it?

Know what's funny, it's probably your version of Windows 7. Do you have ultimate? If not, that's probably why.
There's no pinned limit per SKU. There's no limit at all.
Drag the shortcut onto the Taskbar, it'll pin it
Maybe it's just that he's running 800x600 or something and theres no room?
Whenever I have a massive amount of windows open my taskbar just gets a little arrow thing to go to a second page (or whatever you want to call it), wouldn't the same apply to pinned things?

It looks like some programs can and some can't, I was trying to pin some games (HL2, Portal, DoD:S, etc), Guess they don't pin, however starcraft II and other things do, didn't try till just now.
Steam games don't pin, because they aren't executables
I think pinned steam games will show up if you right click the pinned steam icon.
Only some, you have to wait for the "recent" list to fill up over and over until you can add them there
You can also pin steam games by having a shortcut to steam.exe and set its -applaunch parameter.
Ex. "X:\My Programs\Games\Steam\Steam.exe" -applaunch 4000 will open Garry's Mod
Instead you could also right click the game in Steam and pick "Create Desktop Shortcut". That'll make the game's shortcut on the desktop and you could pin it.
It makes a shortcut using the steam:// protocol which doesn't pin.
Would making a direct link to the EXE work?
