I forget how I did it back in the day, but I was able to easily make and edit groups with a wide variety of settings.. what props they had access to.. how many props they could spawn.. what commands they had access to. I want to say I used URestrict back then? But apparently it doesn't work anymore or something.

...Example...

normal users = 40 props, can't use explosive barrels or bombs, no commands
trusted users = 60 props, can use explosive barrels, but not bombs, ulx_votekick
respected users = 80 props, can use explosive barrels and bombs, ulx votekick and ulx voteban


Just things like that. Any help would be appreciated. Thank you.
