I'm guessing that the toy manufacturers usually use existing molds with slight tweaks and go off production art for coloring and such instead of screenshots from the show.

What is it, Hasbro? Hasbro design the toys before animating the show; they do the same thing with Transformers (but primarily because they have to shoot the designs to TakaraTomy and back)
