Here's the official word from WB. No mention of plot anywhere in here btw. Confirmation of Scotland also being a filming location, and no mention of James Newton Howard returning to compose (hopefully that changes soon):

For the longest time since, well, batman 2, rumors have been flying about the third film, if it was even going to happen, and, the biggest if, if Christopher Nolan was going to return to direct it or if someone else would take over (which would've sucked). Well it looks like its official now. Here's the facts: It's going to happpen. It's going to be the finale of the trilogy, the ending of the story, and Christopher Nolan, Jonathon Nolan, and David S Goyer are all returning to write it, with Chris directing again. Ignore all those rumors floating around about robin and the riddler and anything else like that, nothing is confirmed and Chris said he wasn't gonna have Robin in his movies.

So it sounds like they'll be doing the same thing they did with Dark Knight: David Goyer and Christopher Nolan did the story, and Christopher Nolan and Jonah Nolan do the script.

Christopher Nolan is apparently back to direct the final film in the trilogy. Previously he had been unsure about it, but now it seems that's no longer the case
Deadline is reporting from inside sources that Tom Hardy (Eames The Forger in Inception), having had filming on the Mad Max remake delayed, (which would have been his next film) is going to be taking on a lead role in Batman 3
Hope it's for the villain, that'd be fantastic.
And now the news is really coming in.
Confirmed through the LA Time's Editor's Twitter and Facebook pages, tomorrow morning (or today I guess, just passed midnight for me) he will be posting THREE announcements regarding BATMAN 3, having just talked with Christopher Nolan over the phone.
Here's hoping for a title and villain reveal, third could also be just confirming Tom Hardy as joining the cast. Another possibility is finally clarifying what the shooting format will be, be it 3D or all Imax. Though I'm not gonna get too excited over this, could easily just be him dismissing some rumors and clarifying the production details or something, so who knows.

Another report came from moviehole, claiming Nolan and co. will be interviewing actresses for Batman 3 this week, women that are in their late 20's and early 30's and not super famous. But i dunno if that's anything official yet.
And we got the title. And finally we can stop hearing all those riddler rumors, as he is out of the race too. And looks like Nolan won't be doing 3D for this, either.
So that whole rumor of Nolan looking for two actresses, one to be a love interest of Wayne, and another, which I'm rather glad is fake, a love interest for Gordon (even though he's married and has a kid. Apparently he had an affair at one point in the comic or something) turned out to be half right. Nolan is searching for two female leads and one is a new love interest for Batman. The other one besides Wayne's love interest is going to be for none other than the villain, which makes me wonder now what exactly Tom Hardy's role in this film is going to be, although I suppose they could do two villains again. Anyways, here's the list of candidates for the two roles:
So the new question now is what will the female villain be? Catwoman is obviously the most popular suggested role, and the other one people have been suggesting is Talia Al Gul, who is apparently Ras Al Gul's daughter in the comics (Ras being the bad guy from Batman Begins). Just have to wait and see now.
It's looking like Tom Hardy isn't the only Inception actor coming back to do The Dark Knight Rises, as Joseph Gordon Levitt is now in talks to take on a role as well. No other information available right now, though.
Magnus is the name of one of Christopher Nolan's kids. The Dark Knight worked under "Rory's First Kiss" Rory again being the name of one of his kids. Also lol "Subconscious Productions"
In case you haven't figured it out that's "The Dark Knight Rises" secret production name, and considering what it has listed as the film's start date, that makes today the first day of filming. Awesome.
Variety magazine, having apparently talked with sources close to the film and having run this by Warner Brothers, claim that JGL will be playing Alberto Falcone, the son of Carmine Falcone, the mafia boss from Batman Begins
While Entertainment weekly on the other hand, says that JGL is in but isn't playing Alberto Falcone.
Regardless it's safe to assume JGL is in, but that really isn't a surprise.
A young Ra's Al Ghul will apparently be in flashback sequences for The Dark Knight Rises. Josh Pence will play the part. Only thing i know him from was as the body double for the Winkelvoss Twins in the Social network (Armie Hammer's face was put over his scenes where he was used).
So then, looks like the League of Shadows might be coming back.
Marion Cotillard (Mal from Inception) and Joseph Gordon-Levitt (Arthur from Inception) are now officially confirmed. Marion plays a wayne enterprises employee, and Levitt a cop working under Gordon.
fyi, one of the many claims that leaked plot line made was that Levitt was gonna play a villain. So much for that shit.
