There's a mod that adds a moddable normal version called a Service Rifle. Does about 20dmg less but you can make that up with psycho if you want, and you can fit a scope.
I think there's also another mod that lets you scope This Machine itself.
Personally, I just run a mod that adjust the irons a bit, if I need to snipe something farther out I grab my AMR.

I really want to play Fallout 3 but I can't get into it. Not because it lacks compared to NV (which it does, but I modded the fuck out of it so it's alright) but it's just so pathetically easy. I never get less than half health, even in massive fights. I've barehandedly killed Deathclaws, I have thousands of bullets of every type, tens of thousands of caps... I just can't get into it when every enemy is comparable to a radroach.
You can install 20th Century Weapons, activate the ALIVE plugins so the NPCs use the 20th guns, then use vanilla yourself. 20th weapons are about 2-4x more powerful than vanilla, which should make the enemies a bit tougher as long as you're not using them as well.
Well, you could try Requiem for the Wasteland and use any NV mods that make the game harder. I think most FO3 mods are compatible with NV anyways since the engines are more-less the same; the largest limiting factor is the fact that you don't have the NPCs, map, etc from Fallout 3 which causes mods to be largely nonfunctional, but I can't say anything for sure. For example, I actually directly ported Mothership Zeta to my NV game a while ago while only changing some masters around so it didn't require the Fallout 3 ESM and it functioned with a few bugs here and there (probably due to the fact I used coc to get there instead of going there the legitimate way) until I got to the big lobby room where I couldn't continue because I couldn't get the guys to follow me.

Assuming he can get it to work. I've tried six times now to get it to work and so far I've only managed to horribly break it. The instructions aren't any help either, following either set ends up with a game that barely starts at all.
God it would be nice to get it to work though.
A lot of the resources were blatantly reused. Crack the GECK open and you'll find references for Vault 112, James, all the assets for most of the weapons are still present and could be easily reassembled, many of the NPC vendor chests still exist, and all the industrial and office assets were flat out reused.
Bit lazy, but Obsidian was on a schedule, so they had to make do.
That would break the scripting. If you wanted to fix this, find a suitable spot out in Bumfuck, Mojave and set up the same scripts that activated out in the Capitol Wasteland. If you have wild wasteland on your characters you can even use the alien mothership that spawns up in the northwest.
You will have to have both GECKs open to do this, though.
Another relatively easy fix in theory. The Fallout 3 companions lack the companion wheel NV has, which is going to cause issues and may be why their AI is bugging out.
To be honest, I was planning on making a mod a long time ago that would add the DLC locations from Fallout 3 into the NV map with some changed details to make it better fit the story (i.e. the armory in Operation Anchorage wouldn't be held by Outcasts, but regular BoS members, changing any dates around, etc), but I knew shit-all about scripting, quest stages, and stuff so I really couldn't do much. Then, Requiem came out so I thought it'd probably be useless then.
The whole Mothership Zeta thing was just a test to see if it could actually work if I tried.
Yeah, in 3, I was a tank, a fucking one man army. I did not need help from companions. In New Vegas, I am always out of stimpaks, low on ammo, and low on health. Either its stats, or that NV is definitely harder.
I just find the Gobi-Campaign rifle more unique, while being much more effective. Hunting rifles are classic, yes, but everyone uses them. I like to have some identity.
I guess I'm just a wasteland hipster, strutting around in my pre-war relaxed wear and wearing my eye glasses.

You are a lot weaker in New Vegas and you don't get as much stuff when you level up, less health, half as many perks. It's little things but it really adds up.

Even if you perk every level like I do it's still considerably harder than three. I think part of 3's problem is sneaking completely clusterfucks the difficulty curve. A silenced 10mm, 100 Sneak, 100 Small Guns, and a Chinese Stealth Suit, and you can beat every quest the game has to offer by level 11 or so without even thinking about using VATS. I've done it before.

It exists, Exodus. It was made to be a Fallout RPG, but something happened with the licencing and it was released with a cover of something that's totally not a man in power armour, and it totaly doesn't have rules for playing as Super Mutants, just something that looks like them.
Actually, there's also the unfinished PNP made by J.E. Sawyer in the early 00's. You can find a .pdf of the rulesbook online - and that's what we're playing (or, well, planned on playing)
