Step 1.) Install Tor and the Torbutton Firefox extension.
Alternatively, just use tor2web and miss out on tons of content.
Step 2.) Start Tor, connect, and activate the Torbutton.
Step 3.) Start visiting deepweb sites! I won't link to a ton because of forum rules, but here's a link to the Hidden Wiki. Another good place to find them is Reddit's r/onions board.
If you have any questions, I'm a seasoned explorer of a lot of deepweb sites and can probably help you find what you're looking for. Don't hesitate to private message me for more personal questions!

Yeah, I've seen sites like that. No links will be given out to this one, but I once saw a site where you could buy an armless, legless, nearly-faceless person that is basically a piece of fuck meat. The prices (when converted from Bitcoins to USD) were ~$100,000.
Oh, and there's also a place where you can hire hitmen. It's got a lot of trolls on it since it became more well known, but back in the day when it wasn't as well known as it is now, it was full to bursting with offers made by people who genuinely wanted people they knew dead.

Oh, another thing I've seen on the deep web was Lolita City. I don't think I've ever clicked out of a window that fast. I do remember one thing though: there was an entire section on child torture.

The entire point of these sites is that they're anonymous. Lolita City, a site consisting of several gigabytes of gratuitous child porn, was around for a very, very long time before it was finally tracked to Freedom Hosting. Considering that a site with ~1500 users (according to the article I posted above) existed as long as it did, you have nothing to worry about unless you'll be breaking the law on purpose.

Isn't all the bad/illegal stuff referred to as the dark web? The deep web is just all the stuff that isn't cached or indexed in search engines. i.e. university databases, banking records, etc.

If you order drugs off of silk road, they don't keep records after you buy and they ship. So even if the drugs they shipped were found by your postal service, you can play dumb as they have no proof against you that you actually ordered the shit. So I would say its relatively safe.

Whenever I hear about the Deep Webs or Dark Webs, all I can think of in relation to this is an ancient city that was built so long ago and forgotten by the majority of the population.
Kinda like the city of gold, or El Dorado.
Except the city is made of shit and filled with outcasts from all communities. Guess you could say, El Mierda.

I remember seeing screencaps of some wiki for child abductors on /x/. It had really detailed methods for luring kids in, knocking them out etc. Even plans for two pedos working together to get kids. I felt physically ill for quite some time afterward.
