IMO Morrowind has a great combat system, but terrible combat mechanics (i.e. if they actually simulated dodging, and made it so skill progression wasn't JUST how much you actually missed, but made it so you phsyically had a harder time being accurate with aim at low skills ala Dark Souls, it would have been excellent).
Skyrim/Oblivion had pretty mediocre combat systems, and average combat mechanics. In the end, I vastly prefer Morrowind experience - even if the actual mechanics behind the combat are worse. Because the system behind it is fucking great and works well for an action-RPG. It really helped the sense of progression you had in that game, and it had a lot of depth to it. Compare that to skyrim, where everything is basically boiled down to basic "this does 2 more damage than this, and that is all". And leveling up does absolutely nothing except give you 1-2 more damage in ALL weapons every 5 or so levels. It's a terrible system, that is extremely base and has no real design effort put into it.

That mod looks totally disjointed and poorly made TBH, like all current "overhaul" mods. There's no real focus behind it, as can be seen with the totally random addition of a vampirism skilltree (that replaces an existing one).
Your mod is going to extend to more than the combat skills I hope. Because having A section of skills all nice and cool and having all the others be vanilla would be shitty.
Perky seems to be doing kind of what you are, but much less so.
