I'm getting this really weird bug with my installation of windows, its not particularly bothersome and I intend to reinstall soon anyway. Was just curious if this has happened to anybody else and what caused/fixed it.

Running Win7 64bit.

Check your time zone, perhaps? It's quite possible that you have a wrong time zone set, and at 1:00 Windows checks time with time servers and sets it to correct time (for that time zone)

It Happened to me a while ago. i think i messed around with the internet time tab on the Adjust Date/Time option. try it
also try messing with the time zone options.

Your right, I was being blind it was my time zone.
