I was listening to last.fm and kept hearing this noise, didn't know what it was till I finally saw it happen. On certain foreign songs, it just plays that noise and skips them.
I started the radio of one of the artists it was skipping and recorded this.

This may or may not be an error, I have no clue. I would like to know why it's happening though.

Does this service use Flash to run? If so, make sure flash is up to date. Otherwise whatever it uses make sure everything is up to date

I updated flash, java and all that jazz, but it's still doing that.

Try disabling hard ware acceleration on Flash. This is just a hunch and a long shot at that.
