    TRENTON, N.J. (AP) Democrats and Republicans on the Assembly Judiciary Committee have found common ground on a bill decriminalizing possession of up to a half ounce of marijuana, voting unanimously on Monday to forward it to the full chamber.The committee's 5 Democrats and 2 Republicans heard almost uniformly supportive testimony for about an hour before the vote.
    If passed by both houses of the Legislature and signed into law by the governor, the measure would downgrade possession of up to 35 marijuana cigarettes and drug paraphernalia, making both civil offenses punishable by fines of $100 to $500. Offenders who are under 18 and those with multiple infractions would be referred for drug counseling.
    "The time has come to decriminalize possession of small amounts of marijuana," Assemblyman Peter Barnes III, chairman of the committee and a Democratic sponsor of the legislation, said during the hearing.
    The bill has the backing of 15 Democratic and 3 Republican co-sponsors.
    Christie's office said the governor had not taken a position on the legislation.
    He has spoken passionately in recent weeks about a proposal to require mandatory drug treatment, rather than jail, for nonviolent drug offenders, arguing that addiction is a disease best treated by methods other than incarceration. However, the administration has stalled on implementing the New Jersey's medical marijuana law, which was signed before Christie became governor and worried the former federal prosecutor as potentially too permissive.
    The Senate version of the decriminalization bill, introduced Thursday, has not had a hearing.
    The law would bring New Jersey's marijuana laws more in line with its neighbors. New York and Connecticut are among more than a dozen states that have decriminalized possession of the drug.
    "We strongly support this bill. Our support is echoed by a majority of New Jerseyans,"Roseanne Scotti, state director of the Drug Policy Alliance, a drug policy reform group, said referring to a 2011 Rutgers-Eagleton poll. Just over half of those surveyed said pot possession should not be penalized at all, and a third said they would legalize its sale and use.
    Bruce Hummer, spokesman for the New Jersey Prevention Network, a public health agency, was among the few opponents to testify.
    He said marijuana is a gateway drug and decriminalizing it sends a mixed message to children and teenagers.
    "This current bill, if passed, will demonstrate, clear acceptance of marijuana use by the community," he told the panel. "Research and history have shown this increasingly lenient view of marijuana will be devastating to our youth."
    A step in the right direction for once.

    If marijuana was legalized, wouldn't it be a public health problem more than a crime problem? If so, we could just tack it on to the general non-smoking ads we already see, right?

    Inhaling any form of smoke is harmful. Standing around a backyard fire pit is harmful. It's just to the level at which each form of smoke harms you.

    As far as I can tell, THC is harmless, but putting smoke in your lungs is never not harmful, right?
    Smoking it a lot for longer periods of time does make you slow and messes with your memory.

    Marijuana can't cause death though,tobacco can.
    If you however smoke marijuana regularly,it affects your short term memory at a later age and could cause dementia.

    have several friends who have been smoking for years and years and years. some since the 60s/70s.

    no noticeable health problems since they started.

    Personally, as far as weed is concerned, I would prefer that it not be smoked. I think it should be vaped, or baked into some type of sweet. That also means that I think that it should be entirely legal. The medical effects alone are worth the possible risk of carcinogens from the smoke, but if you don't smoke it, there are absolutely zero (strongly) negative side effects.

    Compare that to tobacco, which has almost no benefits, regardless of how you consume it. The same thing goes for alcohol. (When I say alcohol, I mean strong liquor. Wine is actually supposed to be good for you if you drink it in small amounts.)

    I give kudos to NJ for passing the decriminalization. Also, this would be one of the first times for Americans to see how decriminalization affects a very large, very concentrated group of people.

    ANY smoke is bad for your health, but cannabis as a substance (if eaten or vapourized) is UTTERLY HARMLESS. There has never been ONE SINGLE CASE of cancer caused by cannabis use alone. Go ahead, try to find one. For that matter, there aren't even any recorded deaths caused by long-term usage of the drug alone, aside from a few isolated allergy issues. There are more reported cases of cancer cells being destroyed through use of cannabis. Source.
    Also, there is scientific evidence to suggest that cannabis PREVENTS dementia. Short-term memory loss caused by cannabis is short-term and wears off with the drug. Source.
    The same is true with passive smoking. The number of reported cases of people indirectly exposed to cigarette smoke going on to get cancer are almost statistically irrelevant. It can, however, exacerbate pre-existing conditions such as asthma and bronchitis.

    Anyway, about the OP - it's a step in the right direction, but it's a long way from decriminalisation. Turning small-volume possession into a civil infraction is effectively what we have in the UK, and it still doesn't work. We use more of it than anybody else in Europe.

    Just to clarify for people who don't understand it too well, decriminalization and legalization are two completely different things. To add to that this is also only for up to half an ounce of weed. If you are out smoking weed in public they'll confiscate it off of you, give you a fine and maybe record it and if you have more than an ounce on you it'll be treated just as it would have before.

    The sad thing is, I have heard things like this spoken in my town. Not quite that generic "'Murica!" bullshit, but it wasn't far off.

    In fact, my employer last year went so far as to say that she would deny employment of people who smoked marijuana. I could see firing someone if the abused it and did nothing but take hits all day long, but not if they are doing on their time.
