You have to be Online in Steam Friends to get unlocks. Otherwise you won't get jack shit.

it only makes sense considering the unlock system uses steam cloud, something that is ONLINE.

It's true. If you ever get signed out of steam because some one else logs on, you can re-log in by relogging into steam friends. It does function as Steam's main login system.

A lot of the time, I have it off so I'm not messaged when I'm not there, or if I'm using the "reconnect script" and I don't want my friends constantly getting reminded every time it reconnects, and I still get items.

I don't know. I might yield more results with it off, but I have to question if it's true or not. Thanks in advance if this works.

I tend to go offline while idling. I've found items while offline. To get items, you need to be connected to the steam cloud with your account I think.

While this is true, you can SET your status to OFFLINE and still receive drops. Because technically you're still connected, just LYING TO YOUR FRIENDS.

And something interesting to note, when Steam Community is down for maintenance you can still receive items, you just won't get them in your backpack. You will keep receiving the same YOU HAVE FOUND ITEM message after every death, but it won't be in your inventory until SC comes back up.
