I've developed for Palm OS on my Palm T|X. I think the Pre is similar enough, so I can help you out if you have any questions.

It's really not. Instead of writing actual applications, you write them as web pages. It has the html5 canvas tags for graphics and such, but it's a really bizarre but also cool platform. I've not tried it myself but I plan to get a pre when it comes out in the uk this month and do some development for it.

You can write "real" applications for it too.

They've leaked an hardware-accelerated SDK that was never going to be released, they even ported FreeDoom the Pre with it

I dunno if this is the one you're talking about samuel but they do have the mojo sdk for the palm pre out right now, I think it just went public recently

It's not this one, You can't even touch the hardware with this one.

Well, not exactly, Since the other one will probally not ever reach the public, I might be wrong, but access the root of the filesystem and use accelerated graphics on it, Even that you can use the WebOS 'jailbreak'-ish to access it.

Anyway, here's FreeDoom running on the pre

They really should allow access to the hardware because the palm pre has some pretty good hardware in it surprisingly

It's not really a jailbreak because it installs unsigned applications directly to the phone using the phone's features. I believe palm will release the other sdk when they're ready to - They've previously stated that games are not their first priority but that support will come.
