According to the creator, the show is set so far after a nuclear strike that life has begun anew, resulting in the various mutations such as Bubblegum found in the series. This is referenced at various points in the series- the intro includes a wasteland with an undetonated atomic bomb in it, in one of the episodes they're thawing blocks of ice with homemade flamethrowers, and find things like socks, debri, and brain-dead business men. In another episode, they find a large city underwater, but don't mention it, or even take a guess as to why it's there. It's for the good of the show, I suppose. If the characters knew that the world they lived in was a result of a nuclear war, it might be a biiit depressing.

wow it really is true, watching the new episode about the ocean.
   At one point you see a small little mass in the middle of the ocean, a mess of broken buildings and debris, with an old tank sitting by it. Then when they go under the water you see all these building destroyed, along with cars scattered about on roads clogged up with sand.

   There is going to be an episode where Finn and Jake find a vault full of humans, and take one named Susan up to the surface. Basically, Fallout: TAS. Anyone who doesn't want to accept the nuclear apocalypse story will be forced to sooner or later.
