    Is it possible to make a model texture thats only visible on the parts of the model that are illuminated?
    The idea being that the more illuminated the particular part of the model is, the more opaque the texture can be seen there.
    particularly, I want a texture that's only a certain color where illuminated, like blue where it's lit up to invisible where it's not lit up.

    You might be able to write a shader for it, but, as far as I know, this can't be done with stock Source.

    The shader shouldn't be too hard. Modify the base VertexLitGeneric to copy the luminance value to the alpha value. A proxy might be able to do it, but I don't think so.
